我有幾個解釋,但是只要告訴你最有可能的:

"recycling program" 是個大案子.對不同的人有不同的意義. 所以案子的"start(開始)"時刻 對不同人 有不同的意思.

對市民來說,"開始"的時候 是開始 "分類收集"的時候.
但是對市政工作人員,卻是很早就開始了.例如:

+ 預算經費 早在去年就開始了
+ 人員 雇用 在3個月前開始
+ 車輛購買 在1個月前開始
+ 分類,焚燒,清潔場地 2個月前開始

所以當 主詞是city的時候,city是很早就開始recycling program的. 所以用過去式.
