北:means north
川:means river
喜:means delight
造:means mint/construct
The above 4 words, besides, are Chinese words, are also Japanese words.
Because We Chinese don’t have such kinds of surname and last name, and evidenced by while I click this 4 words into internet find all the 4 words could be a name of a Japanese or a Japanese factory.
There is also a possibility that the above three words could be a name of a Japanese or Japanese factory, because the last word has a meaning of “mint/construct”.
If there is a Japanese answer your question, his answer would be correct.

The picture is sideways; if you rotate it 90 degrees left you can then read the words from top to bottom.

The first two words are "Beichuan," which is the name of a county in northern Sichuan province. Presumably that's where the item was made.

I can't make out the last two characters. Possibly the whole thing says something like "Beichuan porcelain factory" or something, just as a guess./
