Ive been stuck on this for a good while already.. I just can’t seem to even comprehend what it is asking me... So any help would be greatly appreciated !

Mole ratio NO₂ : H₂O = 3 : 1
No. of moles of H₂O reacted = 4 mol
No. of moles of NO₂ needed = (4 mol) × 3 = 12 mol
