Can humans create lighting and if so what would they have to do ?

Sure. Our ancestors have been building fires for, perhaps, a couple of million years. Fires produce light.
"Making things hot" tends to produce light. The electric incandescent lamp uses a filament that's made of a substance that glows at a temperature lower than it melts. Thus, lighting.
"Electrical excitation" can cause some things to fluoresce. A phosphor coating in a tube can change the invisible wavelengths to visible wavelengths.
