You should do everything in the parentheses first:
9 ÷ 3 × (6 × 4 ÷ 8)
= 9 ÷ 3 × (24 ÷ 8)
= 9 ÷ 3 × (24 ÷ 8)
= 9 ÷ 3 × 3
Then perform multiplication or division (same precedence) going left to right
= (9 ÷ 3) × 3
= 3 × 3
= 9
Where some people get messed up is they group the 3 with the parentheses and give that higher precedence. If they did that, they'd get 1 instead, but they aren't strictly following the rules of precedence if they do that.
