關於一個英文句型問題?

分別把”The first person to use “ 和 “The first person who uses”
丟到紐約時報搜尋(號稱正統英文權威 – 不要再丟Yahoo – 小心搜尋到爛英文)，前者搜尋結果是51，後者是0。
就文法上(我不懂) – 但我用感覺，既然已用了 The first person 這麼清礎(唯一)代名詞，已不需要再用who(感覺上是用在描述符合條件敘述中的某一人)。後者即使文法通(任何人都看得懂)?但很有可能是不流行的broken English?
所以建議是 – 不要改

The first person "to use all his cards" wins.
= The first person "who uses all of his cards" wins.
都是正確的。前者是「不定詞片語」，後者是「形容詞子句」，都是當前面名詞person的「修飾語」，為限定性質的修飾語。但前者比後者讓句子較簡潔。

He was the first person who won that cards'game. Yip
