What is the time difference between California and Taiwan?

In the winter, when California does not use DST, then the difference is 16 hours.
As matter of fact, DST just became effective on last sunday.

If write California=write Cali, then:-
As California,usa is 15 hours behind Taiwan under the day light saving time,when Wintertime=+1,effective on March5,2017;the time and date on world clock Cali-Taiwan is comparable to,similar to Vancouver-HK;eg:-12+3=15---->8-3=5(pm-->am)
Don't calculate ahead or behind---summer or wintertime;
But TW 8pm=Cali 5(pm-->am)
Also but if TW be 11am Summertime.---Cali should be 8pm Summertime; or California 7pm Wintertime.
If Cali is 8pm, then TW should be 11am;Summertime.(Not 12noon!)
If California is 7pm, then TW should be 11am Wintertime.(Not 12noon !)
It is very inconvenience to citizens of usa, Canada;HK is very comfortable and cause less worry !

As I'm living in Toronto, Canada and the difference of time between Hong Kong or Taiwan is ahead of 12 hours while that of California is behind 3 hours. As the result of calculation, if California is 8 p.m. then Taiwan should be 12 noon. Yip
