What are your criteria for "best"? It depends on what you are looking for, whether it has to have a pretty cover, how sturdy the paper is, etc. I happen to love the Clairefontaine notebooks, especially the spiral-bound ones with the colored graph paper and 12 section tabs. It's a French company. You can see them on amazon or their website
