An ammeter is connected to the circuit to monitor the current flow. It should be placed beside the fuse as shown. Why can't I put it in the red circle?

Yes, you can put it there. In an ideal situation, the ammeter would record the same current flow.

It is only a common practice that the ammeter be connected at the LIVE wire. In reality, there might be some small current leakage that occurred in the circuit. By connecting the ammeter at the NEUTRAL wire may thus record a lower current.
