baking powder is baking soda with cream of tartar added to add an acid..Baking soda needs an acid to activate it which means if your recipe calls for ONLY baking soda, more than likely it also calls for sour cream, sour milk or butter milk or cocoa, all of which are acidic.

Baking soda is just baking soda - sodium bicarbonate. Baking powder also contains cream of tartar.

The point is that if you want to make a cake or something else that needs to rise, baking soda won't work on its own. It needs an acid to react with and then the chemical reaction creates carbon dioxide gas, making bubbles that make your cake rise. If there's something else in the recipe that is acidic, you'll get that reaction.

For example, Irish soda bread is made with buttermilk, that's slightly acidic, so you only need baking soda to make risen, spongy bread. If you want a fresh loaf of bread but don't have the time for making it with yeast and waiting for that to rise, make soda bread!

But if there are no acidic ingredients, you need baking powder. Cream of tartar is acidic so the soda will react with that and you'll get your bubbles whatever else is in the recipe. All baking powder needs is to be in something wet to get the reaction going.
