I got scheduled an interview for a job if the manager discusses my hour pay and how long my training takes does that mean I have the job?

Not necessary. But at least he is interested in you. So it is a positive sign.

It seems like you're being considered but you can never be too sure until you are offered the job in writing.

Yeah it means you probably do. Obviously it's not a 100% guarantee, but it's a good sign. Like 75%.

WITH THAT SAID. You should not stop applying for other jobs until you get an actual offer of somebody calling you up and saying "I accepted your application, I want to hire you!"

At that point, once you get an "official offer", you can first reach back to all of the jobs that you applied to, and call back the BEST JOBS from which you applied to, and say "hey, i got an official offer to work at X company. I already interviewed with you guys though, and would quite honestly like working for you guys even more. I was just waiting to hear back from you. So my question is, are you guys ready and willing to give me an offer to hire me? Because otherwise I'll just have to take the other job. I kind of need to know a yes or no, now, I can't just wait indefinitely to hear back because of the other offer."

If the job is actually interested, they will at that point say "yes, we will hire you, come on over"

if they arent interested, they will either say "no we are not interested sorry" or if they are run by inept cowards, they will make an excuse like "oh we still have to review all the applications blah blah" (which basically means "we arent hiring you ever, but we just dont wanna offend you bcuz we are p*ussies").

No, not at all. You do not have the job until they make the offer, you accept and then you pass such things as drug test, etc.
