Im buying a project car on tuesday. It doesn t run and i live in VA. Do i need to get emissions, register, get tags.?

register with DMV, yes. others -- no. not until it runs. just transfer title at DMV, nothing else.

If i need emissions how do i get them if the car doesn't run?
