Help! I’m in Taiwan, I have trouble understanding the following sentence. Thanks.?

Here, the English teacher of a local school gives the following sentence to his students to answer, and said, to use “could” is the only answer to fit into the sentence.
The manager did everything she ____ to avoid a deterioration in quality production.
But as I see “did everything he can” and “did everything he could” both appeared on news as follows.
1. Bill Clinton said that he did everything he could to catch al qaeda, true?
2. …, I thought Chris Wallace did everything he could to throw Trump a lifeline.
3.Donald Trump did everything he could at the debate. Was it enough?
4.As you can see her pelvis was smashed & the doctor did everything he can to fix it.

So, Does "could" is the only correct and normal word to fit into the sentence?

The only correct answer is "could" because that verb has to match "did," which is in the past tense. You cannot mix the present tense ("can") with the past tense ("did") in this type of sentence. If you used the word "can," then it would have to be "The manager does everything she can ..."
But since it is "The manager DID everything," then the only possibility is "could." The other sentences you give, mixing "did" and "can," are wrong.
