我贊成你的寫法，此處用-both strategies ……,是一種插入句用法，做為補充說明，其動詞是are meant (pp 過去分詞)，将are 省略。且前二策略動詞均為現在式，若主動用法直接寫mean即可。一般名詞插入句用同位語較多，如Mr Wang,the manager of this company is a good leader.此處用-或，或()均表示補充說明删除不影响句意你的問題顯示你文法有一定基礎，共同研究，請不吝指正。

所以mean(t)動詞人(過去時態)便是直接表達那兩樣策略的作用是....
