1 pound = 16 ounces

(1 pound) ÷ (1 and 1/8 ounces)
= (16 ounces) ÷ (9/8 ounces)
= 16 × (8/9)
= 128/9 ounces
= 14 and 2/9

(14 and 2/9) times of (1 and 1/8) ounces are equal to 1 pound.

In this case, you have to buy 15 packets of dye and use (14 and 2/9) packets for 1 pound of dye.
