and what's the meaning of '' the people therein represented.''?

Charles Stuart, King of England, had been given a restricted authority to govern, but only in accordance
with the laws of the land, and he was not permitted to govern in any other manner. However, he
had tried to give himself an unrestricted - and tyrannical - authority to rule in whatever
way he pleased, and part of his plan was to conduct a war against not only the present Parliament,
but also the people who were represented by that Parliament.

The King of England attempted to overthrow the rule of Parliament and the people it represents, and instill himself as absolute Monarch.
