Charles Stuart, King of England, had been given a restricted authority to govern, but only in accordancewith the laws of the land, and he was not permitted to govern in any other manner. However, he
had tried to give himself an unrestricted - and tyrannical - authority to rule in whatever
way he pleased, and part of his plan was to conduct a war against not only the present Parliament,
but also the people who were represented by that Parliament.
