想請問這句 The selection have been made and the person in concern informed. 是說selection還沒被挑選出來並通知還是說selection已經挑選出來了而且也通知了呢??? 謝謝?

這句把因動詞共用部份省略還原就很清楚了，The selection has been made and the person in concern (has been) informed. …in concern介詞片語修飾person，所以是第二個陳述

The selection “have been made”：已作出了選擇。用「被動現在完成式」, 表示該選項已經定了。

The selection have been made and the person in concern informed.

選擇已作出來並通知了相關人士。

selection have been made : 現在完成之被動語態 - 方案已經被決定
the person in concern : 與此決定有關的人
informed : 名詞後之PP - 代表名詞 - 與此決定有關的人已被 - 通知
