Does le gusta also means she likes, as well as he likes. If it does how do you say she doesn t like? Le no gusta or no le gusta?

Yes, le gusta can refer to she or he.

Example:
A Karen no le gusta el arte. (Karen doesn't like art)
Tampoco le gusta matematicas. (She also doesn't like mathematics); It's implied that you're still talking about Karen.
However, if I hadn't put the first sentence, the second one wouldn't have really made sense since we wouldn't know who we were talking about.

You don't use "le no gusta" as it doesn't make sense in Spanish.

More examples:
A mi mama le gusta cocinar. (My mom likes too cook.)
Tambien le gusta correr. (She also likes to run.)
A usted le gusta el ajedrez? (formal; Do you like chess?)
