I am not sure if it's true or false because I do not know if most people care about being good, I can only observe their behaviors.
Most members of the public seem to be nice as in 'polite' thankfully. If someone accidentally is about to walk into me, 90% of the time they say sorry. Loads of people hold doors open for others. Most people are polite in these everyday matters but to be truly kind or good takes a lot more than that. In a movie I watched, a thief shared some of the goods he stole with a kid that looked like he was going through a hard time. The thief was 'nice' to the kid. But later on in the movie he kills a lot of innocent people even though he helped an innocent person beforehand.
