Unless the context indicates that absolute value is the criterion, it would mean most negative.
The ordering of the real numbers means that the most negative number is < all of the other numbers in a set.

The definition is that x < y iff (y-x) > 0.
If x is negative and y is positive, or x is "more negative," then y-x will be > 0.

Most of the time, closest to zero. In rare cases, most negative.
