Form 941, I am a monthly deposit, and I just found out I overpaid Q4 2016 on Oct and Nov,? so do I still need to use Online system to pay for Dec? Apparently, the website don't allow to put into 0 as a payment amount.

If you overpaid you can carry the overpayment forward to the next deposit period.

If you're not making a payment you don't use EFTPS. Are you sure your overpayment(s) was enough to cover Dec. taxes?
