Can my mom transfer car ownership to me (no loan, fully paid) from overseas? Maybe via fax or digital? She lost the pink slip though.?

the car is in U.S and she wants to transfer ownership to me. I assume she can do it via fax or digitally, if she gets her documents notarized?

Yes, but not fax or digital or online.

This is the way that it can be done:

Have the state agency that issued the missing print slip print out another one, send the physical paper copy (not a fax) to her by mail (not digitally, not online, and not by fax), have her sign it and send it back to you, and then you take the signed copy to the state agency that issued it. They will check to make sure it is the copy that they printed. They will not accept a fax, a copy that you make, or anything else that didn't come out of their printer.

There is no way to do it via fax or digital.

She cannot obtain it via fax or online.

You assume wrong. She cannot do it via fax or digitally, even if she gets her documents notarized.

Sure she can, but only after she applies for and obtains a duplicate title. Nothing can happen until then.

She cant transfer anything without a title. Is the car coming from overseas or is it already here and its your mom that is overseas and she just wants to transfer the title to you?

She will need to get another pink slip through the DMV and will have to sign ownership over to you by signing it. Then, you will have to appear at the DMV and register the car in your name. No need to exchange funds.
