74 Judicial review is subject to the following provisions:

Is the immigration office lies or gave false statement legal? Is it a serious q. of general importance? or the immigration office gunned a mother away from an infant without legal procedure forever legal? isit a cert. question?

It means you can't appeal to the higher court unless the lower court, that you are appealing from, says it's okay, and specifies
1. the question that the higher court is to answer,
2. the law giving rise to that question.
