To achieve size, you use low resistance and high reps. For strength, you use high resistance and low reps.

The difference is that when you use low resistance and high reps, you are trying to fatigue the muscle by burning stored glycogen (a fuel) in the muscle. This in turn causes your body to store even more glycogen in the affected muscle and so giving it a bigger "bulge" although the muscle tissue itself has not grown that much bigger.

When you use high resistance and low reps, you are causing more microscopic tears in the muscle which triggers the healing and growth response so your body actually MAKES more muscles and not just store glycogen in it. The more dense muscle tissues you have the more strength.

Size will naturally and inevitably accompany strength. So, working out for strength IS working out for size. Think of it this way: in order for a muscle to move more weight over the same distance as previously for maximum effort, it MUST have more inherent or characteristic mass than previously, all other favors the same as previous - no exceptions!
