When I clear the cmos on my motherboard it somehow restores the settings the next boot what should I do?

Are they for sure clearing?
How are you clearing it, is it a button? Are you holding the button long enough?

Does it have some sort of backup system?

Did you try unplugging the computer and pulling the battery to clear the CMOS?

The BIOS is burned into this chip permanently by the manufacturer. You can't 'clear' it.

Letter me explain more I had set a user password on the bios without setting a supervisor password so as a user I could not accessible supervisor I had reset the cmos and that got rid of it but only for one boot the next boot it asked me for a password again to access bios I ended up clearing the cmos then setting a supervisor password so I could access the settings I needed but I still have no idea how it remembered the user password

What you have done is reset the parameters for Bios in hardware called CMOS.This has probably altered your boot sequence order. You will have to alter the boot priority in CMOS again to what you want.
For Barnes information the not being able to alter the contents of a PROM have long gone years ago.
They are now EEPROM and can be re written if necessary by down loading from the manufacturer
