They both require 2200 hours of study to reach competency (not fluency), for the average monolingual English speaker, per the American Foreign Service Institute.

They are both in level V, the hardest level on their list. Both are significantly different from English, and have many concepts that are utterly alien to English speakers.

Japanese does have an asterisk next to it, indicating that it is considered slightly more difficult than the other level V languages (which don't have asterisks), but not enough to change the number of study hours required. Most people point out that Korean has an alphabet, different from ours but it's still an alphabet. It is considerably easier than the Japanese writing system, which requires three different scripts (two syllabaries and one logographic script -- no alphabets at all). About 2200 characters are needed for daily literacy.

However, there are many other Korean attributes that are as equally complex as their counterparts in Japanese, or even more difficult. In the end, Korean is technically a little bit easier, but not enough to matter.

They're both very difficult (and similar to each other in many ways). Korean might seem easier because of its writing without Chinese-based characters (called "kanji" in Japanese) but both languages have very difficult grammar. Actually, pronunciation-wise, I would say that Korean has quite a few more tricky sounds than Japanese does.
