Citric acid contains three carboxylic acid functional groups. Carboxylic acids can be reduced to aldehydes or further to primary alcohols in a process called carbonyl reduction. That would make citric acid an oxidizing agent since it can undergo reduction. Citric acid is also used in Benedict's reagent to test for reducing sugars.
