He tries to be. But he reaches too far into appeasement rather than peace making. And as we found out prior to WWII appeasement only encourages dictators to be emboldened. So Putin takes over eastern Ukraine and is attempting to get a military base in Syria in response for helping Assad. That's where BO's appeasement has led.
