I need advice on whether I should mail the buyer the item while he is shipping the money through mail as well?

He wants to buy the shoes but he only wants to pay cash. He said he will send it through mail but inside a game case so I can recieve a tracking number. However I don't know whether he will ship it or whether he will send the right amount of money. I asked him to pay western union so I can get the money and make sure before I ship the item but he is also skeptical of doing that. He has only cash and doesn't want to do business via paypal or anything. I don't know what to do

You either ship COD or you use an escrow service like Escrow.com

I'd tell him you can't sell to him under those circumstances. Something is not right here.

wait until you get the cash or have him get a money order, but do not send until you get full payment.

The only way you could ship him the shoes and he could send you your money is to send the shoes "COD--Collect on Delivery". You would have to charge him for the shoes, postage and COD fee. The USPS would collect cash from him and mail you a postal money order.
If he is not willing to do that, do not do business with him.

whatever method he wishes to use, make sure you get the money BEFORE you ship. i forsee the money not arriving if you ship before you receive payment. if he wants it before christmas tough. you have given him safer options like paypal to use and he doesn't want to it just makes me suspicous.
