Saying should london become an independent country is funny. London is the capital of England, you can think of it as Denver Colorado, Sacramento California or Oklahoma City Oklahoma, as such it becoming its own country would place the rest of England, a separate Country at this point, mostly surrounding it, leave it no room to expand, no official currency, no standing military and many goods, services, trade agreements alliances etc would need to be established for London to survive as a country. Long story short, No, it shouldn't.

Even having a constitutional monarchy, there would be resistance to that idea. The official residence for the Royal family is in London, Buckingham Palace. The Royal Family even had the balls to stay there (and get bombed themselves)during the German Blitz.
