Foot tattoo swollen and sore is this normal?

Yes that's normal. Tattoos usually get swollen and red, it may be like that for a few days as the foot is a sensitive area to get tattooed. It should go down as you start to take care of it.

it's normal as it needs more time too heal

You had dozens of needles jabbing into your skin deep enough to cause bleeding....yeah, it's normal! The feet are also one of the worst areas to have done, so that doesn't help, either.

Usually the swelling goes down in a day or two and the pain fades like any other time after you scratch or cut yourself.

If it STAYS swollen and/or the pain gets unbearable, get to the ER. Also head to the ER if the surrounding skin changes color. It will be red/pink for a day or two as well...but if it looks bruised or turns a "weird" color (green, yellow), it could be an infection.
