It isn't really cold until it has snowed, right?

In some countries like England or America it snows in winter down in the -20 c deg and below to -50 so anything over -0 is not so hot any more but people try to avoid that weather and keep in the heat and say anything under 20 is cold but there really wrong wright? Whats your opinion?
更新1:

If you kept out of the heat and stayed in the cold for a couple of months at least then you would know as summer came around what was hot and not, right?

It can definitely be cold without snow. The high tomorrow where I live is supposed to be 10F (-12C). We rarely get snow.

It can snow at 40F (5C.) if upper air is really cold, although it will melt on the ground. At any temp below 32F/0C it can snow & stick on the ground. There are places where it can get very cold, but little or no snow (high dessert). You talk rubbish out of severe ignorance & inexperience.
