I'm an American citizen, although my parents aren't. I live in Michigan (planning to move to Ohio soon), my parents live abroad. I'm 17-years-old.

I'm aware of the vast majority of the guidelines for in-state tuition at OSU, but 1) should I necessarily be over 18 to start my 1-year residency, 2) Perhaps I'll study my first year as out-of state then my remaining three years as in-state but I heard you can't count your time in that state while you're in University towards residency, is that true? 3) What are the differences between independent student and dependant student towards residency?

You are a minor child who does not live with your parents. Parents' legal residency, status as taxpayers, rules where new high school grads might qualify for in-state tuition. You do not qualify for in-state tuition. And you cannot qualify as long as you are a student.

You have to prove you have been totally independent, fully employed, and paying state taxes for a minimum of a year before you start college to have hope of fulfilling requirements for subsidized tuition. As long as you are under 25, that's difficult to prove. You could not continue living with whoever you've been staying with, and you cannot receive any money from anyone, either.

What is your legal guardianship situation? Who are you living with?

You would be better off talking direct to OSU admissions to get facts.

You would need to live a do work in Ohio and NOT attned any college for at least one full year.
