2001 Mitsubishi Galant power windows, power locks, all the lights, radio etc, only work when I have the keys on and turned?
What could the problem be? Everything works when I have the key on the ignition but not when I don't have it on.

The only part that seems a bit off to me is the power locks. And maybe the lights. Everything else is wired to the ignition circuit on pretty much every vehicle, so yes they only work with the key on. Lights can go either way, older vehicles you were able to turn all lights on whenever, newer ones have made it so lights either won't turn on or won't stay on longer than 10mins or so without the key in. It's to keep people from accidentally leaving lights on and killing their batteries. I've always rewired the radios in my cars to have constant power and a separate switch so I can have them on whenever, but I've always had to do that myself the radio is always wired through the ignition relay. If everything works just fine with the key on then it's not an issue, it's all just wired through the ignition power.
That's the way the vehicle is made to work.

Power accessories only receive power when the key is turned into the ACC. position.
This keeps the battery from being drained. What you are describing is what is supposed to happen.
Hi many cars have to have the ignition turned on. to get other things to work.
