I don't think option 3 is correct. The voltage across the metal wire depends on the signal amplitude, not on its speed.

In general, signal propagates by disturbances of the electric (or electromagnetic, as the case may be) field along the propagating medium (i.e. wire, coaxial cable, optical fibre, or even free space).
