imagine an hourglass. An hourglass works by sand running (falling) from the top part into the bottom part. It is a timer of sorts, with the limit being when the sand is gone, when the top part runs out of sand (which means out of time). Time is running out means that there is almost no more time left to do whatever it is. your hourglass is almost empty on top.

If you are limited to the time to do something, go somewhere or any other purpose where time is needed and you are getting close to the deadline then you would say 'Time is running out'. For example if you were to catch a a train which left at 3.00 p.m. and it took you ten minutes to reach the station, then if you had only 15 minutes left then time would be running out since in another six minutes you would not have time to reach the station to catch your train.
