Are my friends unmotivated? Or lazy? Or boring?

I feel like i always suggest these really cool ideas to my friends and they say it sounds really cool but then dont contribute to making it happen. Like for my 18th birthday, I wanted to go to NYC for a night. Its only 2.5 hrs away and it would NOT be that expensive because one of my friends' dad has an apartment in NYC so we wouldnt have to pay for a place to stay. The only other costs would be gas/bus money and food. I honestly dont think thats too ridiculous idea but my friends lack of motivation to make it happen makes me feel like its illogical! Ive asked so many times for them to check the dates and theyre like "oh ill do it later!" or they say they'll check now and never give me an answer. I mean why would my friend even offer her dads apartment if she didnt want to go right? so whats up!? I dont want to be pushy and keep asking but i feel like it wont happen if i dont. What should i do?
