Are Ohio universities usually strict or lenient in handing in-state tuitions?

I heard they could sometimes be "stingy" in handing them out to residents as less income.

You are either an in state student or you are not. Nothing is handed out.
You fill out the FASFA form and that proves where your parents live and work. Or where you live and work if you are an older student.
