Are you sure you are equipped to drive?
You've heard a lot of things because you're asking the wrong people. When it comes to getting a licence in Florida, your one and only source of information is the Florida DMV. They have a website and a 1-800 number, and they have a whole team of people who are paid to answer even the dumbest question you can think up.
And remember, they're the only source of information. Your best friend's cousin's co-worker is full of schnitt, because no his older sister did not get her licence earlier than the DMV says is possible.
First step is to go to the web page of your DMV (or whatever your local licence authority is) and read the pages about "how to get a licence".
First thing will be to get a study guide booklet, or download one, and start learning the road rules.Then see what documents etc you need to take to the DMV. Birth certificate, proof of address etc. Once you have all that together, you can book a written and eye test.If you pass those, you get a learners permit.
Now you can drive on the road, with an older licensed driver supervising you. Once you get good enough at driving, then you sit the practical test and get a licence.
There may be restrictions and extra things you need to do because of your age. Those rules vary from place to place, but the DMV web page will list those. So that's the place to start.

Find a local driving school. Google driving school and the name of your city.
Fascinating. When I was fifteen, none of us had the internet. Computers had advanced to cards with punch holes. Hell, most of us still had party line phones and of course rotary dials on those phones. And yet, we all knew what we had to do to get a drivers license. DMV or something. It's not easy in terms of process. I think you should ask your parents and then second time or third time and so forth, it should be easy to do it on your own.
You go to one of that DMV or whatever near your house. And you have to wake up early because you gotta wait all day (that's why in that bunny police movie, they have that scene where DMV goes super slow). After you pass the long written test, which will be about 30, 40 or 50 questions long, if you pass that, you will get a piece of paper that says you passed. Now its on the actual driving test.
You practice driving with your parents or you pay for a guide (usually Asian lol) who can make u a good driver. And when you're ready, you take the driving test, and you basically pass the test. And you just have to wait and they'll send you the license to your house.
AFTER you get your drivers license, the process will become super simple. You just renew it every 5 years or so, meaning you simply go take the test (about 5-10 questions) and you get a new drivers license. That's it.
FIRST thing to do is look at the dmv or similar site for the State you live in ; that site will have all the info you need to get your learners permit, then your drivers license
