Why does my dog have dry, flaky, and crusty skin patches?
His hair also falls out on these patches. Would lotion help?

No but your veterinarian has really good stuff for this skin condition.
No over the counter lotion won't help - but a vet visit would. You do not know why the dog has this issue, and neither does anyone here.
Without a DIAGNOSIS - from a vet - NO, an unidentified or generic "LOTION" would NOT help. Dogs & humans have extremely different PH skin levels, so human products would be HARMFUL (as are you -"pretending" to have ANY medical knowledge.)
What if your dog has low thyroid (or full fledged hypothyroidism)? Which would be characterized by these symptoms. No "lotion" would benefit the dog... at ALL. Low thyroid affects every metabolism in the body - from heart rate, energy levels, fat storage, appetite, to hair production.
Instead of GUESSING & WASTING time & your money = be $MART, see your vet, as in = A.S.A.P.
