Can a 16 year old start a bank account?

I want a debit/credit card. I know you need parental consent but i don't really have parents with me. Could i get my father to write a letter and sign it or do i need a parent actually with me? I'm turning 17 next year, if i can't is there any bank accounts that i could start in order to buy things online and stuff?

Not by yourself. Usually a parent opens an account on the child's behalf. My parents had a savings account set up for me when I was still in diapers, putting money aside for college. Once I turned 18 we went and switched it to my name only.

Yes, as long as you have a parent open it for you.

No, you can't. You can't legally, at least in the United States, sign a document for ownership of a bank account until you're 18. YOu can have a parent or legal guardian co-sign with you.

a bank can't make a contract with a minor, you have to be 18, or the parent has to come in and sign in that bank
