I am reading a rather complex book about architecture and social issues and find it difficult to understand some phrases. What the phrase "forever postponing" mean in this context (does it mean they postponed the general strike for an unlimited period of time?)

Tacitly accepting yet forever postponing the eventuality of a general strike as the only access to power, the French Syndicalists of the 1930s were for reform rather than revolution and for the rationalization of the state rather than its abolition.

It means that they were wanting to go on strike, but kept putting it off indefinitely. Since they couldn't or would lead a revolution they looked to reform rather than abolition.

Continually.
"Kicking the can down the road" (only to meet up with it again eventually).
Putting on hold.
Hoping for something to change or evolve so that the revolution would not happen.
Pushing for reform and rationalization.

Yes. Postponing means to delay or to not do something right away. So in the text you posted could be changed to this: Tacitly accepting yet forever [trying to delay the strike that was still going to happen someday] as the only access to power, the French Syndicalists of the 1930s were for reform rather than revolution and for the rationalization of the state rather than its abolition.
