No...which is why Soros, Gates, Rockefeller, Rothschild have used GMOs, Fluoridated Water and Vaccines as ways to depopulate slowly........

can sustain 21B people.

As technology develops and we are able to make better
use of our resources this cap shall increase.

Considering million die today from lack of resources and there's 7 billion people, I'd say no. In nature, when there's too many of an animal, there is a big die off until sustainable populations are reached. We by-pass this processes. Eventually, it will catch up to us. Simply cutting off electricity will have greater and greater consequences in the future.
