😊Q1: Any instantly-killed meat is safe for predators (such as dogs). Meat that has been chemically euthanased, or killed by such as rat poison, is lethal.

😊Q2: Lamb is one of the safest meats, as I don't think any farmer feeds his sheep on grains. Kangaroo has the best reputation for being non-allergenic, but basically ANY grass-fed animal is safe for dogs.
☆ DO NOT COOK MEAT for your dogs. Including some leftovers from meat cooked for your humans is okay, but the cooking process destroys several of the elements that predators need. RAW chunks that they must chew away on are best - and you should quite often include some of the raw organs. DEFINITELY supply a raw gnaw bone last thing each night - the gnawing not only gives a pooch something to do while you are snoring, it is also good for the teeth, and any bits digested have the perfect calcium : phosphorous balance for building bones & teeth.

😊Q3: You can - but "dry food" = kibble = high carbohydrate/low nutrition. So think of the raw meat as the basis of the meals, to which you might add some kibbles to supply a few extra calories if you are short of meat on those days.
My Bea (below) gets some dog biscuits in milk for her breakfast, and laps up all the milk before starting on the biscuits. As a late afternoon snack she gets a tiny amount of commercial dog sausage. For late dinner she gets raw meat (often chicken-wings) + a few dog biscuits + a raw bone.

It's a pity you didn't state your pet's age and breed.

Good lamb is more expensive than steak. You would probably be better off buying one of those Cadillac meat based dog foods like Taste of the Wild or something.

Lamb has a lot of fat and may cause pancreatitis.

If you're feeding your dog a complete/balanced diet properly* there should be no need for any additives which may also unbalance the diet you're feeding.

What was your vets reasoning on why you should add it to his dry food? Perhaps consider getting a second opinion from another vet before doing anything.

Also keep in mind, cooking removes nutrients, raw is more healthy.

It's safe for dogs who aren't allergic to it. You can cook it any way at all as long as it gets cooked. The dog won't care how it's cooked. It's expensive, though. Unless you have some particular reason for using lamb, and I know of no reason that lamb is special in any way for feeding to dogs, something else would be cheaper.

raw is better - remove any sharp bones - dogs like neck chops

or just make a dog stew with BBq chops

you must remove the bone if you cook it -

Too much fat. Lean meat works far better so there's no chance of pancreatitis.

Baked chicken (no spices or bones on it), or boiled hamburger (the fat skims off) are both good.

You can boil it and wait for it to cool to add. Lamb is just meat so sure it's safe for dogs.

Lamb irritates a bowel of a dog severely, I do not recommend doing that.
