Within your budget, good quality and to work a couple of feet away - a cheap webcam with a built-in microphone.
Many of those are as good as a $200 stand-alone USB mike. You don't need a stand as it fits to the of your monitor.

Once you start going to "normal" microphones, they are either basic ones with 3.5mm plugs which rely on the PC sound card (and tend to be noisy if you turn the gain up), ones with built-in USB capability - which are often expensive but still have cheap, basic microphone capsules in them, or XLR types with need an external interface to work properly.
The XLR type plus a good interface give the bets overall quality, but you can't do that in your budget.
