As it is collected over water, the oxygen gas collected is mixed with water vapor.
First of all, you have to know the vapor pressure of water at 25°C.
It is known that the vapor pressure of water at 25°C is 24 torr (to units place).

Total pressure = Partial pressure of oxygen gas + Vapor pressure of water

Partial pressure of oxygen gas
= Total pressure - Vapor pressure of water
= (743 - 24) torr
= 719 torr
