For an oval face you should definitely get bangs.

oval face is the best. so many different looks suit you. but if you have a big nose, or something you want to hide in your face like a scar or something, may be deep set eyes or tired eyes..things change.
and also you should take in consideration your height and weight.
if you are fat or have big hips and behind, short hair is no good. it will make people focus on the bottom more. a long hair will balance your body. if you have skinny waist you can go with short hair.

I'd keep your hair length how it is and don't make any decisions you'll regret. Hair can take time to grow back, I've always wanted shoulder length hair as it's at that length that its so light and has so much volume.
