What makes somebody a decent person?

I know this is a very generalized question, but I'd like some external input. What habits do you associate with decency?

“Civilized people must, I believe, satisfy the following criteria:

1) They respect human beings as individuals and are therefore always tolerant, gentle, courteous and amenable ... They do not create scenes over a hammer or a mislaid eraser; they do not make you feel they are conferring a great benefit on you when they live with you, and they don't make a scandal when they leave. And so on. That's what civilized people are like ... Reading Pickwick and learning a speech from Faust by heart is not enough if your aim is to become a truly civilized person and not to sink below the level of your surroundings.

To have true morality a person has to believe in natural law (reality,not my opinion). Natural law (universal law): Don't do harm to others who have not harmed anyone. Because we are living in opposition of natural law and have government, society is destroyed. The world is completely twisted. There is no such thing as authority of man in nature. If people understood natural law they would see government for what it really is. Police/millitary are the problem with society. They are ones that carry out the immoral actions and keep the system of slavery in place. It's completely immoral to coerce, kidnap someone and throw them in a cage for just not paying taxes and not harming anyone for example.The psychopathic elites despise natural law and they are doing everything they can to make it unknown and brainwashing people to believe in government (authority/man's law) instead. This is how they control the world. They have a secret government behind visible government. Most people have been duped and brainwashed by the elites into believing that without police/millitary it would be chaos and because of this they actually support the initiation of violence,coercion,slavery on other people. Now if someone is being harmed they have every right to use as much force as necessary to take down attack up to including death (if necessary). That is not immoral. That is self defense. Peaceful anarchy society with rules and everyone learning natural law> Government
Government causes chaos. Harming people who have not harmed anyone causes lots of suffering in the world.

Decency is acknowledging and taking responsibility for our actions, and treating other people properly - not necessarily kind, but not mean either. Showing proper respect, not lying, cheating. Doing our work, not bumming off others. Living a clean life.
