If A and B are independent events with P(A) = 0.60 and P(A | B) = 0.40, then P(B) is?

When events are independent, the occurrence of one event doesn't affect the probability of the other happening. So P(A|B) still equals P(A). Since you are given that they are equal to different values, your question has inconsistent facts and cannot be solved.

When A and B are independent, P(A∩B) = P(A)P(B). That's the definition of being independent.
You always have P(A|B) = P(A∩B) / P(B)
With independence, that's equal to P(A)P(B) / P(B) = P(A).
So you can't have P(A|B) = 0.40 and P(A) = 0.60.
