Characterize the current state inmate populations in the nation?

In my state, California, the prisons are run by the Department of Corrections and Rehabilitation. These are two functions that the department is unable to accomplish so the state of the prisoners is warehoused druggies, uneducated dullards and untreated mentally ill people just waiting to get out and start the cycle all over again.

Almost none of them had a father in the home while they were growing up.

Thank the welfare system for replacing the fathers with a monthly check.
